Water restrictions, in principle
Restrictions are how a community shares a shrinking resource during dry periods. This module explains the logic behind them — not the specific rules, which are set locally and change with conditions.
Drought cycles
Much of Australia runs on a boom-and-bust rainfall cycle. Wet years refill dams and aquifers; dry years draw them down, sometimes for years at a stretch. Restrictions are the management lever that stretches stored supply through the dry phase until the rains return. They are temporary by design and scale up or down with how full the storages are.
How restriction logic works
Most schemes work in stages. Early stages target the most discretionary, highest-volume outdoor uses — hosing hard surfaces, daytime sprinkler use — because they save the most water for the least hardship. As storages fall further, later stages tighten progressively. The principle is to preserve essential indoor use while trimming discretionary outdoor use first.
Graduated
Rules tighten in steps as storage levels fall, and ease again as they recover.
Discretionary first
The earliest limits fall on the highest-volume, least-essential uses, especially outdoors.
Shared & temporary
Restrictions spread a shortage fairly across a community and lift when conditions allow.

Where rainwater fits
A well-run rainwater system reduces a household’s draw on mains supply, which is exactly the behaviour restrictions are trying to encourage.
